Department of Juvenile Justice Visitation Procedures and Rules for Beaumont And Culpeper Juvenile Correctional Centers
- Visitors using the bus transportation to visit on the Saturday schedule will not be allowed to visit the next day on Sunday, as visits are allowed only one day per week. Per the program requirements, all visitors must register and obtain the program ID to ride the bus and anyone 13 years or older must also have a valid picture ID and be named on the approved visitor list, as required for regular visitation.
- The approved visitor list will include only a resident’s custodial parent(s), guardian(s), step-parents, maternal and paternal grandparents, spouse, children, siblings and step-siblings, and any adult family member who has been pre-approved in writing by the administration under special circumstances. No other visitors will be allowed to visit.
- Special visits may be granted if recommended by the resident’s counselor and/or the Parole Officer/CSU, and approved by the facility administration in writing.
- A responsible adult must accompany all visitors under the age of 18. All minors shall be supervised by their guardian and will conduct themselves appropriately. Disruptive behavior will not be permitted and will be grounds for termination of the visit.
- No more than four (4) visitors shall be allowed to visit a resident at any one time. This includes small children and babies, who must also be on the approved visitor list.
- All visitors shall complete a visitation form upon entering the facility. Each visitor over the age of thirteen years old (13) must present a valid picture I.D. and named on the Approved Visitors List to ensure the visitor is authorized.
- All visitors shall be scanned with a walk-through or hand-held metal detector and/or be given a pat down “frisk” search. If any additional searches are required, visitors must sign an approval form. Anyone refusing to be searched will not be allowed to visit.
- Personal belongings, including (but not limited to) purses/handbags, umbrellas, backpacks, diaper bags, Cellular phones, pagers, etc, shall not be permitted in visiting areas. Visitors with small children will be allowed 1 (one) diaper and 1 (one) bottle.
- Lockers are provided for keys, purses, wallets, and small items; however, the Institution is not responsible for such items. Weapons of any kind, i.e. guns, bullets, explosives, knives, etc. are NOT permitted in vehicles on State property. Note: Those families visiting BEAUMONT will have to leave their personal property on the van. Beaumont does not have lockers for visitor storage.
- Visitors shall not give anything to the residents during visitation. All items will be considered contraband. Any resident found in possession of contraband while being checked after visitation, will risk being placed on visitation restriction for a period of time.
- Male and female visitors are expected to dress appropriately and not in a suggestive manner. The following clothing items shall not be allowed or considered appropriate for visitors: halter tops, excessively tight-fitting clothing; tank tops/muscle shirts; jogging/spandex/ “bike” pants; swim trunks or bathing suits; shower shoes or flip flops; thongs; or bare feet. No shorts of any length will be permitted for visitation. Only full length pants or skirts/dresses knee length or longer will be permitted. In addition, any clothing suggestive or perceived as promoting drugs, alcohol, or tobacco products, profanity, sexual promiscuity, anti-social or illegal acts, negative or insensitive racial, ethnic, gang related, or religious innuendoes; and any type of dress that might prove suggestive to residents is not permitted. Any form of inappropriate dress shall result in the visitor not being allowed to enter the facility. Program Managers and visitation staff working during Sunday visitation shall ensure those visitors who are inappropriately dressed shall not be permitted to visit.
- Visitors will not be allowed to bring money into the visitation area. All money for the residents must be sent in the form of a money order to the facility through the US mail and marked with the residents name to ensure that it is credited to the proper account.
- Money for residents shall not be accepted from visitors. Under no condition shall money be given to residents or to the staff on duty.
- Visitors shall not be permitted to bring packages for residents. Any exception must be approved in advance by the Superintendent/designee and left in writing for the Visitation staff.
- Parents/guardians may feel free to discuss their son’s overall progress with his counselor and/or administrative staff, when they are available. Parents are also encouraged to contact the Counselor, Supervisor, or an Administrator by phone on the next business day if there are any questions or problems that need to be resolved.
- The visiting area is accessible to the handicapped.
- Visitors attempting to give, or found to have given a resident any item(s) during visitation may have their visit immediately terminated.
- Visitors who are deemed to be under the influence of alcohol or drugs will not be permitted to visit. Loud talk, profane language, horseplay, use of alcoholic beverages, tobacco products, or otherwise disruptive behavior will be considered cause for ending the visit immediately and dismissal from the facility grounds.
- Visitors who give, or attempt to give drugs, drug paraphernalia, firearms, or explosives to a resident may be charged with a felony as specified by the Code of Virginia. Any visitor found to have given one of these items to a resident will lose the privilege of visitation permanently. They will also risk being criminally charged for this offense, as law enforcement will be contacted.
- Visitors who attempt to give or convey any item(s) to a resident to help him escape, or in any manner attempt to aid a resident in escape either with force or otherwise, may be charged with a felony as specified in the Code of Virginia. Any visitor found to have aided, or attempted to aid a resident in any escape or escape attempt will lose the privilege of visitation permanently.
- Visitation privileges may be denied or suspended for a specified period of time, or for the duration of a resident’s stay, if the visitor is considered to be detrimental to the resident or a threat to the safe and orderly operation of the institution.
- Any violation of the above rules or of the laws of the Commonwealth of Virginia by a visitor may result in expulsion from the Correctional Center property and/or arrest. In such event, future visitation may be restricted and/or denied as noted above.
